While you do get xp from rebuilding cars, it is simply not comparable in terms of gametime and resources. This is rather exponential with upper level xp boost missions that require you to repair the transmission can give anything from 2-400 xp for roughly 3 mins of work. If you get a mission (Even without xp boost) that is just changing the oil and filter, you get 50+ xp.
